With the goal of training those responsible for the safety, security and rights of citizens, the national government announced the creation of the Experimental University for Security Studies (Unes).
According to a press release from the Ministry of People’s Power for Education, presidential decree number 6,616, which announced this university, was published in the federal registry on February 13, 2009.
The decree states that the university’s main campus will be in Caracas but that it will be able to develop activities throughout the country.
Furthermore, the goal of the Unes will be “foundational and continual training, the intellectual development and social linking in the service of the Venezuelan people, towards the comprehensive development of personnel who make up citizen safety agencies, in order to strengthen transparent security agencies, with a sense of ethics, trust, efficiency, openness to popular participation and social oversight, and geared towards fulfilling citizens’ rights and liberties.”
The creation of this university would integrate several educational institutions in a gradual and progressive manner. Among these are the University Institute for Police Sciences (Iupolc), the University Institute for Metropolitan Police (IUPM), the National University Institute for Penitentiary Studies (Iunep) and the University Institute for Firefighting Technology (IUTB).
Other institutes to be integrated include the School of Traffic Monitoring and Safety of the Technical Patrol for Ground Transit and Transportation, as well as the Training School for Metropolitan Police Agents (Efap) and regional police schools run by the Ministry of People’s Power for the Interior and Justice (MIJ).
